As was stated already...........your 91-30 was made at the TULA ARSENAL !! Star with an arrow inside was their "trademark".......Izhevsk used an arrow inside a triangle for theirs. It was probably made with a worn out stamp and the Star was very light and eventually wore off from use or disappeared during the refurbishment. Not that uncommon for those years.
