Can a non-licensee ship a C&R rifle to an out of state C&R holder? California to TX etc.

Yes. Just make sure that you get their address. They will need a copy of your license when they ship. I would ask for a copy of some sort of ID but that
isn't a regulation.

But the shipper is not licensed. So how could he show them a copy of something that does not exist?

The buyer needs to send a copy of their license to the seller to include with the rifle prior to the seller shipping it.
The seller needs to include only his name and address, no further ID is required to receive a firearm on a C&R license.

Only the receiving party needs to be 01 or 03 FFL licensed, but the shipping party needs proof that the receiving party is truly licensed, so that is why the
buyer will need to send a copy of his C&R to the seller. The receiving 03 licensee will then need to log the firearm into his bound-book, so asking the
seller to include a copy of his drivers license or CCDW license is a good idea to prove that you are receiving the firearm from who the seller actually says he
is.
As a non-licensee myself nowadays, I always include a photo-copy of my driver's license and CCDW license with the shipped firearm as a courtesy to the receiving FFL. Some states may still include a SSN on a drivers license, if this is the case in your state, you should block out your SSN on the photo-copy.
