Hey guys, I know I just recently made a new topic, but this one is of a different type. What is this screw doing here? It's my first mosin so I didn't
notice at first but after comparing to pictures, I knew it wasn't normal.

First, it is not "off place". They put it exactly where they wanted it to be.
It serves as cheap insurance. It is a reinforcing crossbolt most commonly found in laminated stocks. It is there to hold the stock together in case it tends to de-lam due to over-stressing the wrist or exposure to excessive moisture (such as being submerged in water or buried in the snow) - which, if the shellac was not present could cause softening of the glue and swelling of the wood. It is sometimes found in hardwood stocks if there is an internal crack or the grain structure may indicate a potential problem for a split. Regards.
