Guys,
I'm from S. Cal (rural area) and am visiting my wife's folks in N. Cal. I have a C&R FFL, but not a Calif Cert of Eligibility or whatever it's called (I don't think it's worth the money). A local dealer has a sporterized K98k I'm thinking about buying for $150 to restore.

I won't be here long enough for the 10-day waiting period. Is it legal (within Calif) for me to give him my C&R, and when the 10 days is done, he just ships me the rifle?

I don't know about California law, but with the Fed's, it's in a "gray area". In the reg's, the Fed's say that the receiver is the firearm, and that the date of manufacture of the receiver determines whether it is antique or modern. In the C&R reg's the Fed's say that any firearm (therefore, receiver) manufactured 50 or more years prior to today's date is "C&R". However, in the Fed's "Ruling's" section, specifically regarding "Importation", they say that military surplus firearms that are not in their "original military configuration" are disqualified for "Importation" as "C&R". Keep in mind that this is a "ruling", not a "regulation", and as currently worded, it only applies to "Importation". If you write the ATF asking for a clarification, they will just quote the regulations, and the rulings, and will side-step actually answering the question as to whether a 50 year old receiver or sporterized military firearm is considered "C&R" for sale or trade between C&R License holders (sale & trade are NOT "Importation"). Some dealers will sell a sportered C&R as a C&R, other dealers will consider it a modern firearm. The Fed's won't answer the question, and California has it's own set of rules. So, after all that typing, the truth is, I really have no idea!

Even if the rifle was not sporterized you would still have to wait the 10 days and pick it up in person. The only way for you to get around this as a California C&R FFL buying from a California Dealer while in California is to also have the Certificate of Eligibility.

and even then, allot of 01 dealers will not accept the COE, or your C&R for that matter, they will make you wait no matter what and treat you just like any other regualr non FFL holder. They just want to cover their butts. I buy all my C&R long rifles on forums from private parties or out of state private parties/dealers, as I do not have to pay the DROS fee and I can get them cheaper from other places anyways and they still get here faster than 10 days, and NO state tax! So yes, you are correct the COE is not really worth the money, to me, it's just another ball of red tape to confuse C&R holders, unless you plan on buying more than one handgun per month.
