Well, after a couple of trips to stores for supplies, etc, I spent a few frustrating nights playing with the chamber and extractor. I used the "Mosin Burr" article and the info from the extractor posts:

Tonight I finally was able to get the bolt to cycle on a few spent cases without trouble after polishing the chamber with 400 grit on a cartridge, using the 20 ga bronze brush with and without 0000 steel wool, tons of Hoppe's No. 9, tripoli, and finally rouge for a final polish. Only a few cartridges gave a bit of resistance, but no rubber mallet was needed at all.
I also
"adjusted" the extractor as it was too far inward towards the firing pin.
Now maybe the weather will cooperate and I can get out to the range for some field testing and target practice!
