But to decline a sale on a C&R eligible piece, if all parties involved meet the requirements at the federal and state level is a poor business choice.
I've ran into situations where the dealer absolutely explodes with anger when someone mentions a C&R license.
I've had a dealer tell me that C&R licenses are for purchasing antiques.
I've had a dealer tell me that regular people shouldn't be allowed to have any type of license, let alone one that allows them to have rifles shipped to their door and refuses to sell to those people as they were cutting into his sales. I asked him how they were cutting into his sales if they were trying to buy something at his shop, at his price?
To me, that appears to be stupid and ignorant rolled into a big ball.

I asked the same question a couple of weeks ago on SRF.  I was asking specifically about a couple of gunbroker FFL dealers who seem to be militantly anti-C&R.  Local shops are the ones who irritate me.  Most of the local shops around here don't even know what a C&R is and fall into all of the same categories.  There is one pawn shop that not only knew what it was, but were more than happy to accept it.  Another new shop that just popped up is now educated enough to accept one, albeit begrudgingly.  There is one local shop that generally has lots of  C&R guns, but is adamant that C&R is only for antiques or demilled guns.  That one's a hanging curve-ball that I could knock out of the park very easily, but I don't want to be permanently kicked out of there.  Yet. They had a 1927/42/49 (I think) triple-dated MO-marked M91/30 there that I wanted a little while ago and they said they'd accept the C&R on that one, but I'd have to pay their gunsmith to properly demil it. I didn't have enough on me for the background check, and it had mysteriously disappeared by the time I got back 15 minutes later.  My eagerness to buy it probably tipped them off that it wasn't just one of the normal refurbs and they put it in the back.  It was shortly after that when all of the MO marked ones were $30 more. 

The part that really irks me is when they flat-out lie to me and tell me that it cost them more to process a C&R than a 4473 purchase.  No time on the phone w/ BCI (in utah).  No time filling out the 4473.  Less paperwork overall.  They're supposed to be able to very quickly verify an FFL (any type) through the ATF website, if I understand things correctly.

If there's something local that I really want and they won't accept the C&R, I'll buy it via 4473, but make sure I leave a signed copy of my license with them and have a blank bound-book page with me to enter their info immediately upon purchase.  They usually tell me they don't need the license and I tell them to throw it away if they want, but it's going in my book as C&R purchase and that the ATF might be wondering why they don't have a copy of my license from that purchase.  The first place told me to get out and not come back.  The second place is the one that now begrudgingly accepts the licenses.
