This has probably been explained somewhere on this site, but I couldn't find it in an hour of happy surfing.
Why do the M24 and K98 actions have different lengths when they fire the same cartridge?

I don't have it in black and white but, I would guess savings in machine time and material costs fo one. Though minor per gun the total can add up pretty high. I have read that cycle speed was a factor. I don't recall exactly where it is but, the bolt travel on the shorter action is slightly faster giving a cyclic rate of fire.

Wait... GOT it!. In Branko's Serbian & Yugoslav Mauser Rifles Chapter 10, page 191 about snipers of all things. In describing the model 1969 sniper he comments they used the standard length "model 1898's turn bolt." He went on to say; "... it [standard length bolt] cycled somewhat slower at 5 to 8 rounds per minute." That was probably the deciding factor and probably a selling point for FN.
